I think that question is to general. When talking about all time it is hard to compare the old with the new because there are a lot more gamers now than there were 20 years ago and the standards were different. There are also different game systems and offline and online games. If you are comparing games from any game system on the basis of how much money they made or the number of copies that were sold you would need to keep it within a few years.
